Certainly! To work in a safe way means to pay attention on the building yard to the precautionary measure that are studied with great care at the office!

You could think this is a banal definition, but when you clash into the research of precautionary measures in the big legislative archives and into interpretation of the last ones, you see that is a serious affirmation.

So, I urged by a strong wish of clearness and practicality, I produced a guide to help work on the yard and at the office.

In this way we can reduce operator accident risk.

Usually, in the edil world, consigner's, building firm's, guilder's interest and the urgent research of new tecnology to reduce the time of carrying out, execution, produce numerous industrial accident.

The industrial accident question concern a first social aspect (meaning the health rights of people) and a second one, economical aspect which involve an enormous expetidure for the State.

In the last years the western countries started to understand the seriousness of this question and they've approved of new legislatures: first of all in Europe the European Union issued new "Cee directives", and then in the other member countries they issued new specific laws.

In Italy this realization laws are numerous; the most important are the D.Lgs.626/94, the D.P.R. n°459/96, the D.Lgs 493/96, the D.Lgs 494/96 and the last one is the 528/99, published the last Jenuary.

The great exertion made by Italy to follow well the subject of the Cee directives, through the Italian laws (as the 494/96, 528/99) could help the countries like Portugal, Greece to recover the last time.

In particular the Forms that I made are an immediate aid to understand, and work in safety cause.

In spite of the sensitiration about this question, statistical data are allarming!

In my opinion this argument is not only important, present, and concerning with my job, but also it is necessary to have a thorought knowledge of the subject "at the office" and "on the yard" to help the other ones.

My intention was to give to everyone, whose job is concerning safety on yard, a clear, practical computer instrument to pick out, to identify the specific rule of different operator (defined by our laws) in a immediate way.

Another point is to create an instrument to a practical final control, that verify the effectiveness or the inadeguacy of the work done about the prevention of accidents.

When I have examinated statistically the accidents and their reasons, I filled it in to "Schede di Controllo della sicurezza in cantiere" ("Forms to control of safety on the yard").

Known the laws, chose a yard and the different activities, I have tested this method:

The result has been good, thanks at his practicality.

The control forms chosen are 20; they underline the conformity with the norm.

In case of a negative result, the controller show the measures to adopt, the rules and the necessary time for the building firms before the next control.

When I edit these forms, I observed the possibility to change them as the development of the norms, tecnology and working process demand.

I think that you can have a good knowledge about safety subject, only having studied the history of the matter, the people rights about physical and moral integrity and not only in Italy, but all over the world.

Keeping in mind all these elements and the complexity of the legal process I have filled in the "Ipertesto Soggetti Sicurezza".

This "Ipertesto" is a computer instrument, resumpitive and recapitulative of the rules, duties, responsabilities and of the all documents required; above all is simple to employ.

I hope my work is in favour of safety,
